Wage and Investment Customer Assistance, Relationship and Education- Field Assistance - Area 1
The following are the duties of this position at the full working level.
- Assists and advises taxpayers in meeting their Federal Tax obligations. Assistance is technical and covers the full range of individual income, excise, and employment taxes, as well as certain elements of all other kinds of taxes.
- Conducts interviews with taxpayers to determine their tax situation, provide advice, and explains probable consequences of various courses of action open to taxpayers for the current and other tax years.
- Discusses tax law impact with tax practitioners and accountants, reviews books and records to gain understanding of taxpayer's financial status (cash/accrual basis). Confers with taxpayers and/or their representatives to explain issues involving the applicability of tax law, regulations, notices and account adjustments.
- Assists taxpayers in preparing tax returns and explains the consequences of courses of action. Explains the collection and examination processes to taxpayers.
- Prepares tax returns that include referring to required documentation, such as information reporting documents and limited schedules.
- Provides taxpayer assistance on tax law inquiries, filing requirements, status and web base filing through the use of computer. Assist taxpayers with filing extensions, amended returns, tax rates, and other electronic returns media. Provides education and awareness of optional electronic service channels to meet taxpayers' needs.
- Assists taxpayers with questions concerning their accounts, bills or notices they have received. Determines and explains the status of taxpayer's account(s), explains notices, and takes necessary corrective action (e.g. request for adjustment, payment tracers, filing amended returns, resolution of invalid account identification); if appropriate, helps taxpayers determine whether it would be advisable to file a claim for refund and assists taxpayers in preparing such claims.
- Performs research, analysis, and necessary computations, to recommend adjustments to customer's accounts, makes adjustments as appropriate, initiates credit transfers, payment tracers, re-computes tax, penalty and interest, prepares manual refunds and makes abatements. Fully advises customer of all appeal rights and secures agreement.
This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-11 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Experience with the interrelationships between Federal and state laws; Experience with tax law to include researching relevant publications and the Internal Revenue Code; Experience explaining tax law sufficient to independently provide educational assistance on taxpayer rights, tax law, and IRM policies; Experience with tax analysis techniques to apply appropriate tax laws and regulations to individual cases; Experience resolving taxpayer accounts making correct tax determinations and making correct adjustments to taxpayer accounts; Experience with interviewing techniques needed to independently determine the nature of taxpayer assistance; Experience instructing face-to-face and or virtually; Experience establishing and maintaining effective relationships, making oral presentations, and producing written products. Effectively communicating orally and in writing, in-person, via telephone, and utilizing web-based computer applications.

EDUCATION: You may substitute education for specialized experience as follows:
PH.D. or equivalent doctoral degree in a related field of study.

Three full academic years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study from an accredited college or university.

COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".

Education
A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.
