Leads a crew of transportation maintenance technicians and equipment operators performing skilled transportation maintenance activities. Reports to a maintenance section supervisor and assists in administration of the maintenance section. Work requires responding to emergency notification on an as needed basis. Work requires contact with private entities. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.
Essential Duties:
- Assists during accidents and emergency weather situations to sand bridges and roads and place warning signs and organize response of crews.
- Assists in administration of the maintenance section.
- Estimates and gathers materials and equipment necessary to complete assignments.
- Inspects roads while enroute to and from job site and reports problems to supervisors.
- Inspects work performed by maintenance contractors.
- Maintains records on materials and equipment used and employee time sheets.
- Monitors materials testing and inventory of roadway maintenance materials.
- Operates light and heavy equipment.
- Performs some maintenance and repair on equipment and trains crew members on the use of equipment.
- Serves as a lead worker by scheduling daily work assignments; serving as a resource for complex questions and troubleshooting of problems; presenting operational updates to the supervisor; providing input on team members' career conversations; and approving leave requests to ensure operational coverage.
- Performs other job responsibilities as assigned.
Minimum Qualifications:
Education: High School Grad or Equivalent in general education.
Experience: 5 years' experience in roadway maintenance related work. (Experience can be satisfied by fulltime or prorated parttime equivalent). Related college education or relevant technical training may be substituted for experience on a year per year basis . Substitutions for Minimum Qualifications
Licenses and Certifications:
- Valid driver’s license. This position requires driving a state vehicle.
- Must have a Class "A" Commercial Driver's License (CDL) at time of application.
Competencies:
- Methods, procedures, equipment, and materials used in intermodal transportation engineering construction and maintenance work
- The Texas Manual on Uniform Traffic Control Devices
- Methods and procedures involving storage & transport of hazardous materials
- Design, testing and quality control of materials used in the construction and maintenance of highways and related structures
- Incident management procedures
- Inventory/stock control procedures
- Applicable industry safety standards, guidelines, and specification codes
- Maintenance contract inspection procedures
- Operating light and heavy highway equipment
- Performing calculations to include material and labor estimates, expenses, technical survey data and engineering calculations
- Maintaining a safe and effective working relationship with others
- Communicate effectively, both verbally and in writing

- Walking-moving on foot to accomplish tasks: long distance/from one work site to another
- Talking expressing or exchanging ideas by spoken words
- Close Visual Acuity-work includes visual inspection of small defects/parts
- Close Visual Acuity-using measurement devices; and/or assembly or fabrication parts
- Visual Acuity-operate machines, such as drill presses, power saws, and mills
- Visual Acuity-operate motor vehicles and/or heavy equipment
- Visual Acuity-determine work quality/make general observations of facilities/structures
