The Information Technology Services Office, located in the Enterprise Operations Office of The Applied Research Laboratory (ARL) at Penn State University is seeking a Network Engineer. This role will provide high-level network administration, development, and design assistance for ARL’s enterprise network. It will also support additional secure collateral network areas as needed, to ensure ARL’s enablement of key research and administrative functions.

Responsibilities include:

  • Administration, ensuring operations, and secure configuration of ARL’s network infrastructure
  • Respond and remediate system and network security vulnerabilities
  • Implement, test, and support new and emerging technologies while applying security best practices, and required compliance measures
  • Analyzing network traffic and diagnosing/correcting network and performance issues
  • Conduct risk assessments to determine residual level of risk and any required mitigations
  • Present network security principles and technology solutions to diverse audiences
  • Oversight of the installation and configuration of networks, and secure enclaves, to comply with Government and Federal regulations
  • Participate in the implementation of required policies, procedures, and configurations; make recommendations for improvements
  • Assisting in the development and acquisition of network management tools

Minimally requires a Bachelor's Degree or higher, plus 3 years of related experience; or an equivalent combination of education and experience.

Required skills and experience include:

  • Background with network automation, enterprise LANs, authentication methods, VLANs, and Layer 3 switching
  • The ability to certify and maintain an information security related certification A current (DoD 8140/8570 - Security+, CASP+, CySA+)
  • Systems integration in a heterogeneous network environment
  • Knowledge in NIST/ISO standards, DoD directives, and regulatory requirements (800-171/53, etc.)
  • Operating and providing network administration and support in a high-security research computing environment

Preferred skills and experience include:

  • A current, fully adjudicated TOP SECRET (Tier 5) clearance
  • Familiarity in operating within a DoD type environment
  • Served as COMSEC technical administrator or KMS account manager
  • Next generation layer 7 firewalls (Palo Alto)
  • Maintenance of secure Windows and Linux servers
  • Advanced knowledge within the development and deployment of secure network enclaves
  • Skillset to include management of other network supporting services within a secure environment (IPAM/NAC/DNS/DHCP)
  • Possess excellent communication skills. Highly motivated and ability to work independently to plan, identify problems, and produce results.

Your working location will be on-site in State College, PA, with the possibility of limited hybrid work.
