Responsibilities

  • Make decisions using sound judgement while complying with policies, procedures, appropriate principles and applicable state and federal laws and regulations
  • Compile and maintain all required contractual records and documents in accordance with contract requirements and company policies and procedures
  • Develop and maintain professional and dependable relationships with both internal and external customers
  • Utilize computer skills to prepare appropriate reports and documents- Microsoft Office
  • Interpret and communicate business commitments and alternatives to program team and management during contract execution
  • Communicate clearly, effectively, and proactively, both orally and in writing
  • Mentoring and training junior staff members
  • Perform business risk assessment and recommend mitigation plans
  • Be mindful and attentive to the financial and business risks of the proposed effort and participate in all proposal team meetings
  • Establish and manage negotiation strategies and financial requirements
  • Lead, the proposal, negotiation, and management of complex proposal and contract activities in accordance with company policies, legal and customer requirements, with limited guidance or supervision from the Director
  • Independently lead and support proposal activities including, but not limited to, analysis of solicitations/RFPs, preparing summaries and developing strategies and recommendations based on the analysis
  • Demonstrate research, analysis, and presentation skills to senior leadership

We are currently looking for a sharp, driven, and dynamic Principal Contracts Administrator to support and contribute to the success of a significant portfolio of contracts centered on developing tomorrow's solutions. This position will support the full range of contracting activities, from pre-proposal through contract closeout. These contracts are essential to the United States military, industry collaborators, and contemporary world events. As a Principal Contracts Administrator, you will:

  • Lead, the proposal, negotiation, and management of complex proposal and contract activities in accordance with company policies, legal and customer requirements, with limited guidance or supervision from the Director.
  • Interpret and communicate business commitments and alternatives to program team and management during contract execution. Serve as a business advisor not bound solely by your functional role on the team.
  • Act as a subject matter expert with an extensive knowledge of government and commercial contracting methods, applicable laws, and regulations.
  • Develop and maintain professional and dependable relationships with both internal and external customers.
  • Maintain, and continue to develop an in-depth knowledge and working understanding of the US Government Acquisition and Procurement environment, the BAE Systems Contracts function, and relevant company policies and procedures, commercial contracting methods, FAR/DFARS, export and other government regulations.
  • Independently lead and support proposal activities including, but not limited to, analysis of solicitations/RFPs, preparing summaries and developing strategies and recommendations based on the analysis.
  • Be mindful and attentive to the financial and business risks of the proposed effort and participate in all proposal team meetings.
  • Prepare the terms, conditions, and assumptions upon which the proposal may be submitted, review the technical and pricing proposals for accuracy and consistency, conduct overall business risk analysis, and prepare the proposal documents for submittal to the customer.
  • Provide analysis of solicitations, ensure that bid/proposals are prepared and presented in a manner to afford the company the greatest opportunity to obtain the contract award while minimizing associated liabilities and risk.
  • Support independent proposal reviews (Red Teams, Phase Reviews). Possibly participate as an assessor in the Phase Review Process.
  • Establish and manage negotiation strategies and financial requirements.
  • Perform business risk assessment and recommend mitigation plans.
  • Conduct negotiation of contracts or contract modifications. requiring a high degree of negotiation expertise; execute proposals and contracts to the threshold delegated.
  • Execute proposals and contracts in accordance with delegated authority.
  • Provide input for budgets.
  • Perform all aspects of assigned contract administration and execution management including, but not limited to, accuracy of order entry data, contract funding, scope changes, contract amendments, non-conformances, receipts and delivery schedules, legal requirements, ancillary documents, and other commitments.
  • Compile and maintain all required contractual records and documents in accordance with contract requirements and company policies and procedures.
  • Mentor junior contracts professionals.
  • This is a Hybrid position where you will be in the office 3 days per week.
  • This position is on a 9/80 schedule, where you will have every other Friday off.

Required Education, Experience, & Skills

  • Bachelor's degree and 6 years of relevant Contract Management experience or equivalent experience.
  • Knowledge of DoD contracting, including system development, production, and support services, and OTA agreements, as well as being well versed in contract types (e.g., FFP, CPFF) and appropriate application of each.
  • Proficient knowledge of FAR/DFARS
  • Communicate clearly, effectively, and proactively, both orally and in writing.
  • Exhibit sound interpersonal skills involving interfacing, coordinating and negotiating with company personnel and customers at all levels;
  • Utilize computer skills to prepare appropriate reports and documents- Microsoft Office

Preferred Education, Experience, & Skills

  • 7 or more years of related experience
  • CFCM or CPCM certification from NCMA.
  • JD and/or MBA degree.
  • Demonstrate specialized knowledge in an area of contracting such as, but not limited to certain contract types, commercial contracting, joint ventures, strategic alliances and intellectual property.
  • Significant ability to inform, influence, and advise senior corporate management.

Pay Information

Full-Time Salary Range: $96470 - $164010

Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
