  • You will take a key role in planning, developing, and executing corporate training and organizational development plans for Subcontracts personnel
  • You will also be responsible to review and approve complex basis of estimates for Prime Contract proposals and ensure compliance with Truthful Cost or Pricing Data

Job Description

The Compass Call program is an airborne electronic attack weapon system that has been actively deployed, supported, and modernized for over 40 years. The Compass Call program encompasses the full life cycle from technical studies and development to production, support equipment, and training. This role directly manages the subcontracts portfolio and staff for the production needs of the program.

In this role, you will direct the daily operations and lead the performance of a staff of Subcontract Administrators, establishing and managing subcontracts. As the lead of your team of Subcontracts professionals, you will be supporting individuals at various experience levels with proposal preparation, subcontract negotiations, subcontract management/administration, and managing subcontracts for assigned programs, including planning, negotiating, administering and executing proposals and subcontract agreements. Included in your responsibilities are Subcontract file reviews for compliance, review of cost/price analyses, and the review/approval of Proprietary Information Agreements. You will also be responsible to review and approve complex basis of estimates for Prime Contract proposals and ensure compliance with Truthful Cost or Pricing Data. You will take a key role in planning, developing, and executing corporate training and organizational development plans for Subcontracts personnel.

As the Subcontracts Lead within the Program Office, you will develop and maintain professional and dependable relationships with both internal and external customers. Given the nature of Government contracting, you will assist Compliance Managers to develop, implement, and direct policies, practices, and procedures which are in accordance with federal, commercial, state/local, and/or international Procurement regulations. You must be an excellent negotiator, capable of negotiating price, scope, Terms & Conditions and Prime Contract flow downs.

To best support the Subcontracts personnel, you must have individual contributor capabilities to prepare/review proposals, develop evaluation criteria, negotiate subcontract provisions, select or recommend subcontractors, write subcontract packages for review, prepare awards, administer resulting subcontracts and negotiate additions, deletions, or modifications to subcontracts, resolve invoice issues, and close subcontracts in support of prime contract closeouts.

The prospective Subcontract Manager must possess and be able to demonstrate:

  • Ability to motivate, lead, and manage personnel.
  • Working knowledge of FAR and DFAR regulations and the nature of flow down requirements.
  • Understanding of the role of subcontractors in complex industries.
  • Ability to resolve contractual conflicts with subcontractors through negotiations and contractual vehicles.
  • Understanding/knowledge of CPSR audits and requirements.
  • Comprehensive understanding of subcontractor solicitations and bid analysis/process.
  • Ability to identify/assess risks and opportunities throughout the duration of the program.
  • Excellent verbal and written communication skills.
  • Excellent time management/organization skills.
  • Ability to find win-win solutions; a “make it happen” attitude.
  • Ability to develop and implement organizational changes as required to meet a changing environment.
  • Ability to work closely with Contracts, Finance, Project Managers, and various Compliance Teams (proposal compliance and procurement compliance).

Required Education, Experience, & Skills

  • Bachelor's Degree or equivalent experience in related discipline and 10 years or more of directly related work experience preferably in a government contracting environment.
  • Working knowledge of the FAR and DFARS.
  • Working knowledge of ITAR (International Traffic in Arms Regulation) and EAR (Export Administration Regulation)
  • Strong working experience generating, negotiating and executing major subcontracts/purchases.
  • Strong experience managing Subcontracts or Procurement team.
  • Experience leading major procurement efforts in a Department of Defense (DOD) contracting environment.
  • Proficient with Microsoft Office Suite (Microsoft Excel, Word, and Outlook).
  • Ability to conduct effective meetings with personnel and facilitate meetings with subcontractors and BAE Systems managers.

Pay Information

Full-Time Salary Range: $113080 - $192280

However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
